About The Role
The Senior Accountant - Technical & Capital is a vital position within Uttlesford District Council’s finance team, responsible for overseeing the technical accounting functions and managing the Council’s capital programme. This role requires a highly skilled and detail-oriented professional who can ensure compliance with statutory accounting standards and support the production of accurate financial statements. The successful candidate will lead on capital financing strategies, monitor project expenditure, and provide expert financial advice to senior management and elected officials. Key responsibilities include preparing and reviewing technical accounting reports in accordance with CIPFA Code of Practice, managing the capital programme’s expenditure and funding sources, leading year-end closing processes, and supporting external audits. The role also involves advising senior stakeholders on complex financial and capital issues, developing and updating financial policies to strengthen governance, and mentoring junior team members. The Senior Accountant will play a crucial role in ensuring the financial integrity and transparency of the Council’s operations, fostering continuous improvement in financial processes and reporting practices.
Qualifications
The ideal candidate will be a qualified CCAB accountant or possess an equivalent professional qualification with a strong technical accounting background. Experience in managing capital accounting and large-scale capital projects is essential, along with a proven track record of delivering comprehensive year-end accounts and liaising effectively with external auditors. The candidate should demonstrate excellent analytical skills, a thorough understanding of local government accounting standards, and the ability to interpret complex financial data. Strong communication skills are vital, as the role involves influencing senior stakeholders and providing clear financial advice. A proactive approach, attention to detail, and the ability to work under pressure are also important qualities for success in this position.
Responsibilities
Prepare, review, and present technical accounting reports in accordance with CIPFA standards and local government regulations.Manage the Council’s capital programme, including monitoring expenditure, funding sources, and project timelines.Lead the year-end closing process, ensuring accurate and timely production of the Statement of Accounts.Support external auditors during the audit process, providing necessary documentation and explanations.Develop and implement financial policies and procedures to enhance governance and financial control.Provide expert financial advice to senior management and elected members on complex capital and technical accounting issues.Mentor and support junior finance team members, fostering professional development and knowledge sharing.Identify opportunities for process improvements and implement best practices within the finance team.
